Building abilities

As part of the Malian Government’s policy of decentralisation, the country has been divided into over 700 urban and rural local authorities known as communes. Each commune consists of several neighbourhoods or villages and is administered by elected officials who share power with the State.

World Vision trains commune representatives in management skills.
The Government has developed a programme, initially for the period 2001-2003, to provide financial and technical support to communes in this transitional phase.

The National Agency of Territorial Collectives (ANICT) is a semi-autonomous governmental body responsible for managing the transfer of investment funds to communes. Communal Council Centres (CCC) provide advice to communes who want to access funds through ANICT.

World Vision, as CCC of Koro District, is helping 16 communes design their development plans, budgets and project proposals to ANICT. In addition, World Vision trains commune representatives in management skills.
